36 Quai des Orfèvres (Goldsmith embankment) is the address of the French National Police Headquarters in Paris situated on the Ile de la Citié in the reiver Seine. It is very close by the Quartier La tin home to the Sorbonne University, many of the Situationists, Letterists and, of course, centre of the events of May, 1968.
The references to the "medical-surgical clinic and the free placement center" are likely to be ironic references to detention and arrest, and police beatings.
